In this clip the goalkeeper and attacker come together and the attacker gets hurt.  The referee stops the game clock for the injury.  After a period of time the referee cautions the goalkeeper.  When the play is restored the referee awards a penalty kick.  When the play occured the referee never signaled for a foul and penalty kick.  This should have been done immediately to avoid confusion.
